BID Skellefteå

BID Skellefteå is a city centre development BID (Business Improvement District) aimed at increasing collaboration between private, public, and non-profit stakeholders in the city centre.

Over a period of 18 months, we have worked according to the BID model of Swedish City Centres (Svenska Stadskärnor). The process has included coaching and facilitation, workshops, city walks, surveys, dialogue meetings, SWOT analyses, experience exchanges, and the development of an action plan. A current state analysis has been produced, in which the BID area was reviewed based on five focus areas: place, brand, safety & security, accessibility, and offerings.

The BID process has been led by a steering committee and a local BID manager who coached the various focus groups. The process resulted in the formation of several working groups across focus areas, addressing concrete issues such as a temporary town square and bus station, signage, and Kulturnatta. During the spring, a joint business plan and accompanying action plan were also developed. Parts of the action plan are presented in a shared annual cycle for the city centre.

A joint action plan has been developed by the focus groups during the BID process. This will form the basis for an annual cycle for the city centre, where initiatives and activities are continuously planned, evaluated, and revised. At the end of 2024, the current action plan will be evaluated and revised within the different focus areas, and new activities will be planned or proposed. These will then be decided by the steering committee and incorporated into the 2025 annual cycle.

Business Plan

The BID Skellefteå Business Plan 2024–2026 has been developed through a joint city centre development process during 2023–2024. The work has followed the BID model (Business Improvement District) of Swedish City Centres (Svenska Stadskärnor).

The business plan is intended to support Skellefteå in the shared development of the city centre. It is an important tool in the work towards City Centre of the Year 2026 and in achieving the overall goal of 90,000 inhabitants by 2030.
